Glossary of Emergency Terms
Command Post (CP)
This is the on-site field location for the Emergency Operations Center. The Incident Commander is in charge of the command post.
Emergency Assembly Point
Evacuation locations for each Campus building
Emergency Management Coordinator
The individual designated by the Policy Management Team responsible for working with the Emergency Management Team to implement the CEMP.
Floor Monitor
Member of the Response Team—evacuation of a specific floor/work area, checking for fire, flood, etc. and reporting the condition of that floor to the Team. Member of the Recovery Team -- initially accessing damage, habitability, etc. reporting the condition of that floor to the Team.
Emergency Information Hotlines
Telephones for disseminating recorded emergency bulletins.
Emergency Levels
A ranking that classifies emergencies according to their severity and potential impact:
- Level 1 = Minor, localized emergency
- Level 2 = Major incident that disrupts operations
- Level 3 = Emergency involving the campus and community
Emergency Operations Center (EOC)
A management center where the Emergency Management Team coordinates the College's emergency decisions and resources. Headquarters for emergency management team command post.
Emergency Recovery Team (ERT)
The Emergency Management Team should be prepared to document the effects of the emergency and coordinate facility and program restoration, according to priorities identified by the Unit executive
Emergency Management Team (EMT)
The Emergency Management Team should be trained to help disseminate emergency instructions, assist evacuations and security, provide first aid, and deal with immediate salvage and preservation issues (ex. moving animals and plants, books and equipment).
Incident Response Level
Classification of emergency situation into one of three levels, Level 3 being the most severe situation. The IRL is determined by the Incident Commander/Emergency Management Coordinator.
Level 1 Emergency
Minor, localized emergency. Unplanned event that is not likely to adversely impact or threaten life, health or property. Are of impact is contained to a mall localized area. Duration of incident is short term and does not affect college operations outside of the immediate incident area. Control of the incident is within the normal scope of college operations and does not require outside assistance.
Level 2 Emergency
Major incident that disrupts operations. A major emergency that impacts portions of the campus, and that may affect mission-critical functions or life safety. The Comprehensive Emergency Management Plan is activated and a subset of the Emergency Management Team determines the magnitude of the emergency. The College Emergency Operations Center may be opened.
Level 3 Emergency
Emergency involving the campus and community An emergency that involves the entire campus and surrounding community. The Comprehensive Emergency Management Plan is activated and the entire Emergency Management Team mobilizes at the College Emergency Operations Center.
Policy Management Team (PMT)
A team drawn from the College's senior administrative and academic management, that coordinates the College emergency response
